Pennsylvania Proclamation of Disaster August 2024

On August 20, 2024, P.A. Governor Josh Shapiro amended his August 9 proclamation of disaster emergency to add seven more counties due to catastrophic flooding from the remnants of Tropical Storm Debby, bringing the total to 28. His administration and the Pennsylvania Insurance Department (PID) urge insurer flexibility for Pennsylvanians impacted by the storm.

The PA PID encourages carriers to assist those in the listed counties by considering the following actions in relation to severe storms and catastrophic flooding resulting from the remnants of Tropical Storm Debby:


  • Relaxing due dates for premiums

  • Extending grace periods

  • Waiving late fees and penalties

  • Allowing payment plans for premium payments to otherwise avoid a lapse in coverage

  • Requesting insurers only consider cancellation or nonrenewal of policies after exhausting other efforts to work with policyholders to continue coverage.
